You can use whatever encryption level you want inside of the US. You can
buy a 256bit SSL from verisign right now. What your thinking of is the
export limitation for US based software exporting outside of the US.

encryption keys. Depending on how good your nephew is in breaking into
security, the 128 bit key encryption is pretty good. I haven't used it
but its the maximum security allowed to be used in the US..
