The 7.0.01 upgrade using ar_install copies the old bin directory to
bin.bakand creates a new one for
7.0.01.  Copy this file from <arsys_install_base>/bin.bak/ to
<arsys_install_base>/bin/

Any ideas?  I looked in the ar.conf the library is registered and the path
in the conf file is correct.
