I get the same exact message after starting the AR system service. My server was installed as 6.3 then upgraded to 7.0.0 and then 7.0.1 and is running ITSM 6.
I haven't looked into it much since the plug-in server is working and my server isn't in production at this time. It almost appears to be a timing issue with armonitor. My event log (Win 2003) shows that "Action Request System Server has started" about 15 seconds after the plug-in server fails. My guess is that once the server is completely up that armonitor is able to start the plug-in server in its next attempt. Please let me know what you find out from support. One note the plug-in server is part of ARS and is not specific to AM. It should have been upgrade with the ARS 7.0.1 upgrade. It looks like it has according to your error message but I am curious about the arfcbdata.dll being at v 5.7.0.0 (same as mine though). Maybe the dll isn't on the same versioning track as the main product?
