One of the use of self joins is to relate one ticket to many others from the same form so a one-to-many kind of a relationship.
I do not have a CMDB installation I can look at to help you understand what that particular join may be used for, but you could try to dig around and see if there is a one-to-many kind of a relationship in that join that is either used for reporting or any other workflow within the application.
