I had a similar guess along somewhat the same lines - mine being that if you wanted to write a simple query to pick up just the meta data tables, they did not perhaps want any metadata tables to begin with T, H and B.. but then the reason I have might not necessarily be the right reason as there is a metadata table HGCONTROL which should have been also renamed if that was the reason.
