This is likely frowned upon in the "we don't allow customization"
organizations however a quick and easy way is to create your validation on
the SRM:Request form.

It has been a little while since I worked closely with SRM but if I
remember correctly this part does not use CAI so the workflow on
SRM:Request would fire and return the error to the user.
