Disable Change Flag is set to False

This should be simple but I can’t get it to work in the client or the browser. 
Have a situation where users are not remembering to set the Status to In 
Process when they start working on it. The incident Status is Assigned and the 
Assignee is Mark. When Mark opens (On Display) the Incident, the Status is 
changed to In Process. The set field works fine but don’t trip the change 
field. I have tried also doing a set field on other fields at the same time, a 
perform-action-active-link 128 7 as well as set-change- flag 1.   Any 
suggestions would be greatly appreciated.
