The User tool uses a built in viewer and does not interact with the Crystal Reports Server/BOXI. So comparing the running of the report in the User Tool to the running of the report from the Midtier client is comparing 'apples to oranges'. Most likely there is a Crystal/BOXI setting or webserver setting that is truncating the qualification and thus generating the error.
