Yes, but it requires building filters to do it.  At a high level I do something 
like this:

1)      Create a Work Order from the Service Request.

2)      Have a Filter in place to push the status forward to trigger my 
workflow.

3)      Using values in the Work Order, submit the CI via (I believe three) 
filters:

a.       The first one does lookups for relevant data.

b.      The second one submits the CI.

c.       The third one verifies that the CI was created and pushes the status 
forward on the WO.
It's been a few months since I've looked at it, but I think I might have 
discussed it in more detail either here or on BMC Communities.
