Hi, The User-form is the only source of truth for user license.
You can change/add/remove things from CTM:People and CTM:People Permission Groups without getting the right thing into the User-form. The filter only triggers if you set the Action-field to the right thing... I have developed a free utility that compares the User-form data with that of the two CTM:People-forms called RRR|License Compliance, and it will tell you the discrepancies.
