Since it is owned by root then only root can modify

You will need to contact your system admin (whoever can login to the server as 
root) to change the permissions/owner

If root has given you rights to run the chown command you could do 
   sudo  chown   xxxx   login.jsp

-bash$       ls -l login.jsp
-rwxr-xr-x    1   root   root    

-bash$      pfexec chown    xxxx   login.jsp
chown: login.jsp: Not owner
