List, I am banging my head against the wall on this one as I am not finding out any decent information. I cannot create a view form that links to an external DB whereas the same view form in my 8.1.2 test system connects without issue.
I have gone through both systems and they seem to be an apples to apples comparison. Both DB links are public database links. Both are accessible and working inside SQL developer.
