I am trying to upgrade an 8.1.02 ARS only (Single server, no CMDB no ITSM) to 9.1 and when it tries to start I get the following

According to the install docs (which I had to find under the ITSM install) the only rights needed for ARS are (which I have): grant alter session, create cluster, create database link, create sequence, create session, create synonym, create table, create view, create procedure, create trigger, query rewrite to ARole_arsys; Anybody know what other permissions I need to have granted for ARS 9.1 to run. I am on Red-Hat Linux 7 with Oracle 11g and the installer did not complain about any missing privileges.
