If you are providing them with a user id and password, they have legitimate access to the data, you can set minimum api versions, but remember that all clients are api clients.

Depending on your version, you can limit to only certain client tips, but with the api you can self identify, so that's easy to bypass.

Basically, if they are a rogue org, the best bet would be working with management and applying political pressure
