I've run remedy without issues on laptops for POC. Typically recommended hardware configurations are padded a little and are based on average usage scenarios. There is a lot of performance tuning that can be done to best utilize the hardware/software configurations. If the sys admins are recommending leaning things a bit then go for it as long as the changes can be rolled back if you start experiencing performance issues. As far as issues with BMC support. They are pretty good about helping out. Most of the time it is more recommendations on getting to the latest patch levels then hardware configurations. They could use the minimum hardware specs as a baseline to start troubleshooting though. They want to get as close to an apples to apples comparison when they start troubleshooting.

Regardless, even if every subscriber to the list said, "Don't let them do it!" this would be an opinion ("don't do it") vs facts (hard data showing unused resources) situation, and the server team is likely to get their way after all is said and done. If the server people want to reduce the CPUs, I suggest you agree to the plan. At the very least, you're generating social capital with a team where your application is dependent on their service. Just capture some before-the-change metrics to have as factual evidence in case the reduction produces negative effects.
