Your AR Service probably isn't running due to the fact that it can't
connect to the database.  Either the authentication has changed or the
database isn't available.  Ensure that you can attach to the database
with the ARAdmin user along with the password you may have set (if
changed from default)...you can test with Query analyzer.  If that works
try restarting the Remedy AR System service.

Happy new year

Well I got this problem in my:
Unix AIX 5.3
ARS System: 6.3

When I try to connect with remedy user o remedy admin, I get this error

ARERR [90] Cannot establish a network connection to the AR System
server : remedy : RPC: Miscellaneous tli error - System error
(Connection refused)

        user: karlochacon,  server: remedy

Unable to successfully log in to any server.

but checking the arerror.log
I can see this
