You mean copy to new? No, allow that, but we have workflow that defaults or nulls out selected fields. And, of course, western civilization would probably fail if I took THAT ability away from my users. :~) The suggestion was made to use a hidden field that is populated on modify, then throw an error if it is in the submit transaction.
