It looks like we found a solution: Patch 18 of ARSystem 6.3 does fix this error, but it basically just ignores it.
Our real problem was another form (a Join Form using the User Form) that had the same id such that the Email Engine was querying a large join form to setup it's large Cache of User data. So it basically took about 45 minutes to start the email engine. Well we never waited that long. We were able to see this happening using the API log.
