As with all patches, it is recommended that both the server and Mid-Tier
are patched to the same level.  However, were you to choose not to do
that, what I can say is that the patched library exists in the Mid-Tier
portion of the patch.  As with all situations, you should try it in your
lab to determine if there are any negative effects in your environment
based on your decisions.  Please read the readme files for each portion
of the patch for details on which fixes are within which portions of the
patch.

Based on what you mentioned below, does this mean that if you are on ARS
6.3 and Mid Tier 6.3 that you need to only ensure that Mid Tier is
patched to Patch 20?
Would there be any issues if AR Server remains at patch 16 with this DST
issue?

Hi George,
 
  In general, AR System does use the OS or Java Run Time engine for DST.
However, there is a library that is used in the Mid-Tier that does its
own DST calculations.  This library had to be patched.

I'm coming in fairly new to this discussion on patches due to daylight
savings and am a bit confused about the whole thing.

My understanding always was that the ARServer does not keep its own
registry of daylight savings switch dates.  I thought this was registry
was inherenet in the O/S or Java Run  time engine? 
 
Is there anything that gives more detail as to what (and how) is
affected?
