Not counting that you can turn off Merge filter processing on the Merge API
call (though ARSPerl may not support this).

If you'd submit data with ARSPerl this is being treated as any other method
of data entry. That is, the filter will fire depending on the Run If
qualification and the Submit / Modify / Merge checkboxes.
