I don't see this behavior on 7.0.01 unpatched or patch 001 (arserver/user/midtier). I am able to specify in the view field properties whether or not I want a scroll bar to show in the event of overflow. One slight annoyance I observed is that if the scroll bar property is set to auto show based on content size, the interior bounds of the view field accomodate for the size of the scroll bar whether it's present or not on the midtier.
