Cool - wait until I present it with several hundred groups and 320,000
user records. Throw that in with the CPU load that prefetching for
mid-tier adds, and we should be able to completely cripple our AR
servers. Clearly we will have to turn that "feature" off.

The 7.0.01 email engine changed they way it starts.  It attempts to
cache all user/group info; this takes a massive amount of cpu and memory
because it fetches 100 users at a time.  There is a settings you set in
the EmailDaemon.properties to disable this behavior and restore it back
to the original behavior (evaluating user/group membership at
notification time).
 
com.remedy.arsys.emaildaemon.FetchUserGroupInfoOnDemand=true
 
Set this in EmailDaemon.properties and restart the email engine.  I
think you will see this addresses your issue.
