Three additional catches with licenses.

1) an API program using the 6.3 API (running as a floating licensed user)
will have the same problem if it tries to login from another machine.

2) You must only have one domain for your mid-tier load balancer. For
example if you had two load balanced mid-tier VIPs like this:

= helpdesk.mydomain.com for your HPD:HelpDesk application
= change.mydomain.com for your CHG:Change application,

a user with a floating license will get that dumb error when trying to login
to both CM and HPD and the same time

3) Also you will need to use AR System patch 018 of ARSystem 6.3 in order
for the override to actually work correctly. We recently had to downgrade
from patch 019 to patch 019 of the remedy server. I don't think this has
been fixed in Patch 20 yet.

user has a floating license, two tokens will be allocated if using the
mid-tier and user tool from the same ip; if the user has a fixed
license, they will be asked if they want to override the session.
