Currently in Texas (at least the Houston area), I've seen rates over the
past six months or so that range from a minimum of $85/hr to $120/hr.
While there are occasional jobs trying to pay extremely low rates like
$40/hr, those tend to be due to too many companies adding extra layers
between the developer and the actual client.  It might start out as a
$100/hr gig from the client's perspective, but after four companies all
take their $15/hr out you're left with very little.

No, but I wouldn't settle for 20-30/hr for short-term contracts in TX;
but maybe the scenery has changed there since 2003.
