I would question that statement.  I've specifically used the Window
Close condition in an Active Link with the PERFORM-ACTION-EXIT-APP run
process command to cause the app to be exited when the browser window is
closed (even with the 'X').  

The window close can't be stopped once the 'X' is pressed, but actions
can be taken upon the event.

Something that I have noticed, that isn't in the white paper, is that
active link workflow that fire on Window Close events will fail.

I suspect that's because the mid-tier cannot respond to the browser 'X' 
close button.
