That setting made all the difference in the world. Things work fine if you use the BMC supplied logon screen, but direct urls don't. I have already opened a case with them as I had the same problem when 6.3 Mid-Tier was released and they did eventually patch it. Go into the preference form for a test user and define a timezone to see if that clears up your problem.
