I would suggest that you consider this approach as an option.

Add a Join of User and some other form. Add a record to this new form
("dummy form") for each "Customer" you have in the "Customer" field on
the User form and Join on those values.

During a submit, do a Set field action that gets the right "Customer"
value. Then do a Push to the join for the correct Customer records.
Push as much data as you need to do the notifications to each User
entry. However I strongly suggest that you only push data to the
"dummy form" fields and do NOT change any field in the User form. It
is not a good idea to update the User form/data often during the day.
It can be a performance drag on your ARS server as it does "caching"
of some of that data. So build out the "Nofiy" action from the Join
form Modify workflow with fields from the "dummy form".

I think that should get the job done.
