I have been looking at the logs some. One thing I did see was I had the ARServer patched and did not see this problem and then I patched the Mid-tier and then the problem showed up. A other problem I'm seeing is a floating write license is being taken as soon as a user logs onto the Mid-tier. I don't recall this before the patch.
