  This is taken from the Admin Tool help file under the keywords section:

"Note:  The $DATE$ keyword is not expanded when default values are set. This 
allows
the value to be set to the date the form is submitted rather than the date the 
form
is opened. Consequently, the literal keyword is displayed in the field before 
the
request is submitted."

Having the keyword not expand should make no difference to the way your system
operates. It's not necessarily pretty for users, but if that's your only 
concern,
then use a Set Fields Active Link on Window Loaded to set the field to the 
value of
$DATE$, which should force the keyword to expand to the current date.
