Thank you Lisa...this bug also explained several other problems I was having
with the box and helped lead me to the correct solution

I had the same problem and put in a ticket with BMC, and this is what I got
back:
 
We tracked down why the mid-tier is not finding JDK and it's a Sun's bug:

Ok...here is a slam dunk for someone...I'm reinstalling Midtier 6.3 P20 on a
dev box (Win2k3) and I'm getting this message...

I have 1.5.0_11 installed...but I'm sure it's just a pathing issue....which
dll needs to be in the path for this to work again?
