Solaris 9 has 113225-07 and 112874-37 installed, and the Window client
PC has the OS DST patch -
but it turned out to be the java on my client PC that was the issue. I
was at 1.4.2, but not quite high enough to be compatible.
The tzupdater I was referring to was applied to our server, but I didn't
really consider putting in on my client PC.
I'll probably point clients that have this issue to
http://www.java.com/getjava or have them use their Java Console's update
button, if they can find it, rather than have them try tzupdater on
their client PCs (since I haven't had success just yet with that in my
efforts).

And did you apply any OS patches to your Windows User Tool clients (or
allow them to be updated automatically by Windows Update)?

After applying the TZupdater patch from Sun, we noticed that the
timestamps for Work Log entries were correct, but timestamps for other
fields like the Create Date were still incorrect.
Dates in the Windows User Tool on a patched Windows PC are correct.
