The Init-Form is defined in the ar.conf(ar.cfg for Windows).  

>From pg 324 of the Configuring doc
Specifies a form that will be opened every time any client logs into the
system.
Workflow might be specified to record details of the login or to deny
access based on various parameters. Without this parameter, it would be
necessary to attach the workflow to every single form defined on the
system. 


You can create a display-only form and put workflow on it.  This form is
automatically opened (not visible to the user) each time a user logs in
with the User Tool.

Set up the Init-Form so when they log in you check if they have a
password or if it needs to be changed

You can then fire workflow to have them set one.

There were (and should still be) a good password setting utility in the
Community Downloads (or was it on Gidds or Matts site)

        Is there a way prompt users to change or set their password?
Most of our users do not have passwords at all and we would like to
force them to create one. I have not found a way to do this from reading
the documentation and the cross-reference is not an option for us. I
could set a temporary password for all users and ask them to change it
on their next login, but I can't find a way to enforce this. Has anyone
done something similar to this?
