I have gotten this error, because the Account under the logon properties didn't have permission to send through the MAPI account I was using in the Remedy Email Config. I changed the logon properties of the Email Engine to be an account that has permissions, generally I use the same account login as the MAPI account I have set up in Remedy Email Config, to the MAPI account you are attempting to use in Remedy.
