As one of those who have had to send SMS messages for years to multiple providers, the URL used from a web page to send an SMS message may not have any information that is useful in sending a direct SMS message with standard filter notification actions for ARS. Most all SMS capable phones will have an email address that is used to send a text page. For Sprint it is "(phone number)@messaging.sprintpcs.com" - [EMAIL PROTECTED] for example], but the format differs from carrier to carrier. Ideally you would want to make your workflow data driven so that you could lookup and fill in the "format" based upon a carrier designation in the user's record (ie. - if person A has "Sprint" selected in their preference record, then fill in their phone (10 digit) number (ie. "3335551212" for a phone number of (333) 555-1212) concatenated by the postfix mentioned above for Sprint "@messaging.sprintpcs.com" and set the corresponding value to a field used by the notification in a filter action. If you can't get the format for each carrier easily, have a user from that carrier send you a text page and use the corresponding format to send messages to users on that network.

Some service providers do :-) offer a web interface that can be utilized if one knows how to encode :-) the url to send the message.
