It might be easier, albeit a little more work, to write a program (VB, C, C++, Batch file, Shell Script, etc.) which accepts a network path as an argument. The program could be "installed" to the application server and then launched via an AL or Filter, which could pass along the network path to be created as a string.
The drawback is you have to write the program, however you'll probably have a lot more flexibility on how to create the network folder.
