Yup, ASP is about the only way.

That is unless you wanted to write a little daemon on the windows side
to poll for the same event(s) that the escalation is looking for, and
then executing the script.

I seem to be writing more and more of these for performance reasons and
not locking up the escalation thread...

I would try it this way - incorporate your VB Script into an ASP/X page
and
call it as a Web Service. This would seem the easiest path to take.
