Michael, This might work..
Create 4 display only fields and the pattern match to each of them being [0-2][0-9][0-9]. If you wish you could have them as value fields instead of Display only just in case you need to store the values of each separately in the database as well. Have workflow to concatenate these 4 fields to an IP address string but a step before doing that make sure that the LEN() of each of them is 3.. Let me know if this helps you..
