I asked BMC sales (and support) and never got a good understanding.



For example I have a form that has 19 flashboard elements and its working,
but I only have 10 licenses (a 5 pack I purchase and the 5 pack it came
with). Also I have sometimes up to 15 people using this one form at the some
time.

It sounds as if it is more like:  Unlicensed you get 5, Licensed you get
the number of licenses you purchase.

You may need to open a ticket with BMC to confirm.
