In theory you should only get this if you haven't enabled Dev Cache mode and applied the SLM Application License (which probably requires a restart of the AR Server, or a signal to re-read the license file).
Make sure you have fulfilled both of these pre-requisites..If you have, then it's time to call Support. The SLM Installation documentation guides you through making both of these changes step-by-step. SLM can be a little fussy when installing, so make sure you follow the installation doc very carefully and do all the steps for pre-requisites precisely as advised.
