Did you specify the Plugin-Private-RPC configuration parameter for Web services with 2 threads too? Do you have 4 max threads for List and Fast? Its a lot for a non environment but I already had this problem. (RedHat EL 4 / Oracle 10gR2 / AR System 7.0.1 P1 with French / ITSM 7.0.2 P2 French) For me it works with patch 3 of ITSM 7 (on Suse EL 9) with this server configuration. With the patch 2 (on RHEL 4), the only way I found its to not load the web service plugin to have a running Overview Console.
