Just to be sure check the assignments and make sure they are available
in which ever application you are using. Also be sure there are no
overlapping assignments that might be causing any confusion.

 

I ran into a similar error when I attempted to use an incident template
from the requestor console. It sat there as "in progress" but never made
the transfer as no assignment routing was set up. Just an idea...
