Just a couple of comments:

George are not talking about FLOATING-READ (or FIXED-READ which does not
exist), but assigning LicenseType=READ to the users in 1:st line that only
registers calls.

Submitter-mode-locked is only needed if READ-users will MODIFY tickets.
They can only modify tickets where ('Created By' = $USER$).

READ-users can allways submit records if Allow-any-user-to-submit has been
checked for each field.

Depending on how the specific application has been designed, a
WRITE-license (FIXED or FLOATING) may be needed to create new tickets in
1:st line, or Submitter-mode-locked may be required for READ-users. This
may be the case if Active-Links performs Push-Fields and modifies records,
or if the user at some point is presented a Modify-window to work in.

Some applications are designed so that Submitter-mode-locked will not work.

A user with a FLOATING license will grab his Write-token regardless of the
operation he performs. E.g. searching a form or refreshing a table field.
These are read-operations, but if FLOATING licenses are available they are
taken anyway.
