I suspect that your issue lies with you not understanding ARS Filter Phases.
(But I could be wrong.)

Run Process actions are deferred to Phase 3 and the processes are spawned in
"order of execution" but they are just kicked off and the ARS server does
not wait for each process to complete before moving on to the next process
queue'ed for Phase 3.


I suspect that you want to either use SetField $PROCESS$ or make the filters
Non-Phased to force the completion of the first script before the second
script could start. (OR you might pass more info to the first batch script
and let it decide when, or if, it should spawn the second process.)
