I am using a filter to send a notification to the assigned group
when a new ticket is created. I've run into an issue where it seems to
be sending emails to everyone in the group, event though most of the
ID's have the default notify mechanism set to "None". 

        Is this normal behavior? I would have thought that having "None"
selected as the default notify mechanism would keep Remedy from sending
them email.
