By looking at the timing on the errors below it appears that some of the
transactions are successful with a few exceptions?  The log you have is
pretty vague and more details are required to nail down the problem. To
gather more information I would place the following entry in the ar.conf
"Plugin-Log-Level: 100" and then turn plug-in logging on.  Also turn on
filter logging as Message number 299 is "Too many levels of filter
processing."  These logs along with the arerror.log should be able to
tell you what's going on.
 
As a final note, the "Cannot open catalog" message indicates that you
need to install or check the permissions on your message catalog.  The
error messages should be more verbose than that.  Check pages 10 and 11
of the error messages guide.

I am trying to import users from the Active Directory into a Remedy
Regular Form through a Vendor Form. When doing this through an
escalation, I am getting the following error in the arerror.log
