Joe, I've added the path entries according to BMC Remedy. They mentioned nothing about the jdk or jre paths. They just wanted the WEB-INF\lib in there.
I now have a path that reads ( separated one line for each ; for clarity): PATH= C:\Program Files\Legato\nsr\bin; C:\WINNT\system32; C:\WINNT; C:\WINNT\System32\Wbem; C:\Program Files\Microsoft SQL Server\80\Tools\BINN; C:\Program Files\Common Files\Network Associates\VirusScan Engine\4.0.xx\; C:\Program Files\AR System\AREmail; C:\Program Files\Dell\SysMgt\oma\bin; C:\j2sdk1.4.2_13\lib; C:\j2sdk1.4.2_13\jre\bin\client; C:\Program Files\Java\j2re1.4.2_13\bin\client; C:\Program Files\Java\j2re1.4.2_13\lib; C:\Program Files\AR System\Mid-Tier\WEB-INF\lib; I still get the Error.
