There is no match in licensing between ITSM5.x and ITSM 7.x. This issue
you might need to handle manually.

I am migrating from ITSM 5.x to 7.x to a new box by performing fresh
installion ( as the standard practices does not allow to upgrade from
5.x to 7.x), how can I migrate all the users with their licensing
information to the new box? 
 
Any help is greatly appreciated.
