UNCLASSIFIED

"Public" is an example of a Placeholder group.  "Public" can be given
"Change" permissions but you do not add members to the group.  By
default, People Records in the database are members of "Public". Other
Placeholder groups include "Assignee" and "Submitter" which are Roles
within Remedy.  "Assignee" is the person to whom a ticket has been
assigned; it is not a group to which a person is added.  Another,
"Submitter" is the current User that saves a new ticket; a role not a
group to which to be added.
