RPC refers to the RPC Program Number of a specific server queue. It is not a TCP port of any kind. Normally you would leave this blank unless you have defined a private queue in Remedy Administrator (Server Information > Server Ports & Queues), in which case you would specify the RPC number of that queue in order to force all traffic from the client (in this case your Email Engine and Mid Tier servers) to use threads dedicated to that queue. This lets you segment that traffic and prevents it from tying up threads that end users might be using in Remedy User.
The Plug-in port is the TCP port that the Plug-in server listens on for requests from AR Server.
