You should be able to create a filter on the AR System Email Messages form that fires on submit and sets the BCC field from the TO field and then clears the TO field in the next action.
I use workflow to change the TO to myself or add me to the BCC on certain messages but I have never tried clearing the TO with workflow. I just manually sent a test from the email form with a BCC and no TO and the email engine didn't have any problem with it.
